A decagon is a two-dimensional shape with ten sides. In a regular decagon each of the sides will have an equal length.

AND each interior angle will be the same measure. If either the sides or angles are not ALL equal to one another, the shape is not regular. Consider quadrilaterals, for example. A rhombus has equal sides but the angles are not all the same so it is not regular. A rectangle has equal angles but the sides are not the same. So it is not regular either. The only regular quadrilateral is a square.
