Carefully. You can do it live with current still in the wires coming in or you can cut the tag on the meter, pull the meter and do it without killing yourself. The meter reader will just put another tag on it or you can call your supplier and tell them before hand that you are going to do it. It's no big deal.

There are two possibilities:

  1. The house is pulling more current (amps) than the rating of the breaker.
  2. The breaker has failed and should be replaced.

That's the only reason a main breaker would shut off.
