If the bulb's voltage rating is OK it will glow normally, If the mains voltage is 110V and the bulb is a 220v European one it will glow at half brilliance. If it is a 110V bulb and is taken to Europe it will burn out immediately

The danger is the higher heat that would be emitted by the higher wattage bulb. For example, if cause a fire if close to anything combustible. It could also overheat and cause it to fail sooner than it would otherwise. It will also draw more current, but that is a factor in the wiring and any circuit protection. If you are using Compact Fluorescent Bulbs there probably wouldn't be a problem.

There is the active the neutral and the earth. if you use the earth as one of the wires that connect to the light it wont work. however the light will work regardless of which way around you put the other two wires.
