Can't answer the question really, but I seem to recall watching in the 80's a tv programme of the likes of Tomorrow's World, that featured a bicycle with an outrageously large front sprocket and an equally outrageously small rear sprocket.
The rider was immediately behind a fairing mounted on a pickup truck that presumably reduced the wind resistance experienced by the rider to virtually zero. I don't remember the actual maximum speed attained by the rider, but it was well in excess of 100mph!

As long as you're the fastest of the pack, the speed as such doesn't really matter.
