I'm afraid it isn't. This is a bit akin to asking "how is air temperature expressed in volume." Does not compute. However if you had 1000 marbles and someone took some away and left you with 325 then you would have 32.5 % of the original 100% left.To express a percentage it needs to be expressed in terms of some other number. (in my example 1000)
65
Expressed as a proper fraction in its simplest form, by dividing the numerator and denominator by 25, 325/1000 is equal to 13/40 or thirteen fortieths.
325 is an integer and not a fraction. However, it can be expressed in rational form as 325/1. You can then calculate equivalent rational fractions if you multiply both, its numerator and denominator, by any non-zero integer.
This could be called a "Circle Graph" or a "Pie Chart". They are most commonly used for displaying percentages and other statistics.
To find two numbers that multiply to 325, we need to factorize 325 into its prime factors. 325 can be expressed as 5 x 5 x 13. Therefore, the numbers that multiply to 325 are 5 and 65, since 5 x 65 = 325.
percentages and decimals are the same they are just expressed in a different way
They are all real numbers. All fractions can be expressed as percentages but not all percentages can be represented as fractions.
Decimals and percentages are easier to compare than fractions - particularly if they are unlike fractions. That does not explain why percentages are required when we have decimal number and there is no good answer to that!
They are expressed as percentages
Because percentages can be expressed as fractions which are rational numbers

It is called relative humidity and it is expressed in percentages.

Expressed as a percentage, 52/16 x 100 = 325 percent.
Because it takes too long to spell out the value in words!
0.3 is equal to 3/10. also, 3/10 =30/100 which in percentages is expressed as 30%.
