Refer to the scale. To convert between decimal elevations and feet/inches start by taking the feet and set that aside. Then take the decimal and multiply by 12. Example, say you have 15.38 as your elevation to convert. 15 stays as 15 ft, then multiply .38*12. You should end up with 15 ft 4.56 in. Now, take the .56 off of the 4 inches, and multiply by 16, to give you how many 16ths of an inch more than 4 inches you have. => 0.56*16=8.96. Basically, that equals 9/16 more than 4 inches. In the end, elevation 15.38 converts to 15 ft, 4-9/16 inches. Hope this helps.
There are different approaches that can be taken to framing a print. But whatever the approach used, the colors and style of both the frame and the matting will substantially affect how the print is perceived. We feel that the artwork should be framed for the enhancement of the art itself. To accomplish this in framing a print, select mat colors from the colors in the print itself. This tends to bring out the colors in the print and lead attention into the print, rather than distract from it. The same with the frame: Try to pick framing materials that repeat textures, patterns and other elements in the print itself. Framing elements that are totally different in appearance from the elements in the print tend to pull attention to the frame and off the art work; this you want to avoid. Your image is proportioned 4:3. You can print it at 8" x 6" and then crop it to 7" x 5" but that is as close as you can get without distorting the image or matting the photo. Alternately you could just take it to a frame shop and they will frame it at whatever size it is but that would cost more than an off-the-shelf frame. They could also mat the print for you i.e. you could give them an 8" x 6" image and they put it in a 10" x 8" frame and put a 1" white mat around the image. You could mat the photo yourself if you are good with crafts.

The print is beautiful and the frame unique. I would think it might fetch between $275-$350 today. The highest price paid for a Tabor Prang print on Ebay was $350 to my knowledge. The frame may be the wild card.
