Each day is technically only 23 hours and 59 minutes, So if you do the math each hour consists of a little less than 60 minutes, but the number is only off by a very small amount that there is no reason why we cannot just round the number to an even 60 minutes. But this is why every four years we have a leap year, adding February 29th to the calendar; all the minutes from each day from the previous four years add up to make a whole extra day.
