So 13 < 12.5

Or think of the number line.

-14,-13,5, -13, -12.5 , -12 .... 0 .... 12, 12.5, 13, 13.5, 14.

The negative (left) side is always less than the positive (right) side.

The modulus of the number |-13| > |12.5| it Follows that |13|>|12.5| ,, but the negative sign makes it 'less than'.
