We need to get both equations into slope-intercept form. If they are parallel, they will have the same slope. If they are perpendicular, they will have slopes that when multiplied equal -1. (unless one line is horizontal and the other vertical)

3x+2y=5

2y=5-3x

y=(-3/2)x+(5/2)

3x+2y=9

2y=9-3x

y=(-3/2)x+(9/2)

The two lines are parallel, since both slopes are equal to (-3/2).
