yes. in a "proper" fraction, the numerator (number on top) is smaller than the denominator (number on bottom). in an improper fraction, the numerator is larger than the denominator.

e/i: 3/5 is smaller than 7/5. 3/5 is proper, 7/5 is improper. 7/5=1 2/5
