Waterproofing a basement from the outside is a much more involved process than from the inside and is more expensive.

If you want to waterproof your basement from the outside you will need an exterior drainage system installed. You will have to contact a professional and have them come out to give you a free estimate.

Exterior drainage systems involved digging out the ground around the perimeter of your home and installing a drainage system, then filling the ground back in.

If you are advised to have an interior basement waterproofing system installed, then you should probably do that instead. It will save you money and usually keeps water out for good.

After a certain period of time (depending on what type of waterproofing substance is being used) yes if the waterproofing is on the outside. In that instance, the outside of the shoe will become wet, but the interior will stay dry.

Why are basements cool in summer and hot in winter?

Basements are usually cooler in the summer because they are underground, benefiting from the insulating properties of the surrounding earth. In winter, however, basements can feel warmer as they are typically heated by the warmer air rising from the rest of the house and by any heating systems located in the basement. The lack of direct sunlight in basements also contributes to their cooler temperatures in the summer.
