Think of 0.25 as a quarter, what we use to buy a gumball out of a machine. We know that 4 quarters makes a dollar, which is also 1.00. So if 0.25 can go into 1.00 four times with no remainder, 0.25 must be 1/4 when written as a fraction. Does this make more sense?
