No Govt servant shall, except with the previous sanction of the Govt, receive any complimentary or valedictory address or accept any testimonial or attend any meeting or entertainment held in his honour; or in the honour of any other Govt servant. But the following are allowed without any permission:

1) a farewell entertainment of a substantially private and informal character held in honour of a Govt servant or any other Govt servant on the occassion of his retirement or transfer or any person who has recently quitted the service of any Govt

2) the acceptance of simple and inexpensive entertainments arranged by public bodies or institutions.
