Usually, a child is promoted to the next grade level if he/she has met all the requirements to "graduate" to the next grade. A child would be placed in the next grade level only if he/she has not technically met all the requirements to graduate, but has already been held back too many times to repeat the same grade again.

Each school has different methods for defining these, however, so it's a good idea to check with your child's school to find out for sure.
