That is a good question as both numbers have only 1 sig fig, so the normal estimate would be the calculation itself ie 0.4 × 0.7 = 0.28.
However, rounding to the nearest 0.5 (=½) gives:
0.4 → 0.5 (= ½)
0.7 → 0.5 (= ½)
→ 0.4 × 0.7 ≈ 0.5 × 0.5 = ½ × ½ = ¼ = 0.25
ie 0.4 × 0.7 is approx 0.25
