The perimeter of 4 meters by 5 meters is 18. Is the figure a square? if it is then the answer is 18m squared. The first answer is correct if the shape is a parallelogram; the second is rubbish. A square cannot be 4m by 5 m because one of the defining characteristics of a square is that its sides are the same length!
