The bell curve graph is another name for a normal (Gaussian) distribution graph. A Gaussian function is a certain kind of function whose graph results in a bell-shaped curve.

The percentage would be: (degrees known/360) times 100
There is no need for a scale on a pie chart because the sizes of the slices are proportional to the percentage of the quantity pictured by the graph.
