It depends. If you want to show percentage shares for various categories, the answer is probably a pie chart. Eg what percentage of the population is aged 0-10, 11-20, 21-30 etc. A line graph would be better for tracking a percentage over time - eg what percentage of the population was over the age of 60 in 1910, 1920, 1930, etc. If, you wanted to compare the over 60s' percentages across countries, then [vertical] bars would probably be best. There is no fixed rule. Under different circumstances, different solutions are best.
I see no reason why the percentage should be different than among the population in general - in other words, it doesn't seem reasonable to assume a correlation between being left-handed and being a criminal - or being left-handed and being put into jail.
