Because a perfect square has equal sides, which are in length the square root of the area because multiplying the length of a square by itself gives it's area. So:

sqrt(225) = 15cm

A square has 4 sides of the same length, so if 1 side is 15cm all 4 sides that form the perimetre must be 15*4=60cm.
