I guess you are talking about showing percentages on a pie chart so that the whole chart shows 100 %. The full turn is 360o represents 100 % ⇒ 360o ÷ 100 = 3.6o represents 100 % ÷ 100 = 1 % ⇒ multiply 3.6o by the percentage to get the required angle. eg 15% is 1% x 15 ⇒ angle is 3.6o x 15 = 54o.

I do not think anybody says it like that. A thousand million would be 10^9 or a Billion (short scale) and a Milliard (long scale). So depending on where you live, it would be equivalent to 15 Billion, or 15 Milliard, or you could convert to scientific notation: 15 x 10^9 would become 1.5 x 10^10.
