The procedure depends on whether the decimal is terminating or recurring.
Terminating decimal
For example,
If you have 5.679, then d = 3
So the fraction is 5679/1000 which cannot be simplified.
Recurring decimal
For example,
Suppose f 1.4636363... with the string "63" repeating. Therefore s = 2
So 100f = 146.3636363...
Subtracting gives 99f = 144.9
And so f = 144.9/99 = 1449/990 = 161/110.
Writing a mixed fraction as a decimal is easy. You will have to multiply both top and bottom by 10.
5 = 5/1 into fraction and 5.0 in decimal
The answer is .8 an easy way to make a fraction that is something over five is just double your numerator.
divide
You convert the fraction do decimal exactly as you would a positive fraction. Then you stick a minus sign in front.
Every fraction is an exercise in division. The top number (numerator) is divided by the bottom number (denominator). If you perform the calculation (which is easy if you have a calculator) then the answer appears in the form of a decimal fraction.

that's easy it's 1/10
4.196 is already a decimal number4.196 = 4196/1000 or 1049/250 in fraction
If you know how to turn a mixed number into a fraction and a fraction into a decimal do that then make it negative.
I would make it as a decimal. To do that, you need do absolutely nothing! 0.0059 - and that's it!
To make a fraction into a decimal, you divide the numerator of the fraction by the denominator. The numerator is the number on top, and the denominator is the number on the bottom of the fraction.
Divide the denominator into the numerator.
