So in the range given there are 3 and they are:

12, 18 & 20 as:

12 has factors of 1,12,2,6,3,4 which total 28. 28 > (2 * 12)

18 has factors of 1,18,2,9,3,6 which total 39. 39 > (2 * 18)

20 has factors of 1,20,2,10,4,5 which total 42. 42 > (2 * 20)
