There is no such thing as "speed per hour" - at least, if you divide a speed by time, you are no longer talking about a speed.A speed - expressed in some DISTANCE per hour - may refer to an INSTANTANEOUS speed, or to an AVERAGE speed. Those two are different things.

No. The dimensions of speed are [LT^-1] that is distance per unit of time (for example metres per hour). Therefore speed per hour would have units [LT^-2] are units for acceleration. Secondly, average sped is speed averaged over a period of time - as opposed to the speed over a shorter period.
