Sounds like a way of distinguishing how absurd, or possibly devastating, an outcome may be as a result of some action.

Were you reading Popular Science and came across the "What Could Possibly Go Wrong" article? If so, I believe that is what they were indicating with the Folly Meter. The higher the number, the more absurd or disastrous the outcome of some action.

The folly meter is a tool used to measure the level of folly or foolishness in a given situation or individual. It can help assess the risk or potential harm associated with certain actions or decisions. It is not a scientific measurement, but more of a subjective evaluation.
