The basic idea is that the final result should not be - or rather, appear to be - more accurate than the original numbers. Therefore, the final result should not have more significant digits than the original numbers you multiply or divide. For example, if one factor has 3 significant digits, and the other 5, round the final result to 3 significant digits.
The least number of significant figures in any number of the problem determines the number of significant figures in the answer.

0.0310 has 3 significant figures.
In all of these cases the result is positive.

It won't work for all numbers. I tried with 1 and got a 0.230769...
It depends on the number of significant figures from two numbers you are multiplying. But when multiplying you use the same number of significant figures from the numbers you are multiplying with the LEAST number of significant figures. Example: 92,873.239 * 2 = 200,000 (because the number 2 has only 1 significant figure even tho 92,873.239 has 8 significant figures your answer still only has 1 significant figure)

When multiplying, the number of significant numbers in the answer should be the same as the fewest significant figures in the problem. Both 13.5 and 3.00 have three significant figures, so the answer will have three significant figures. 13.5 x 3.00 = 40.5 exactly (no need to round).
Dividing by a non-zero rational number is the same as multiplying by its reciprocal.
Three. There are no leading or trailing zeroes.
It the signs of the two numbers that you are multiplying or dividing is the same, then the answer is positive, otherwise the answer is negative. Remember though, that division by 0 is not defined.

The answer will usually depend on the number of significant figures in the numbers from which there numbers were derived.
The least number of significant figures in any number of the problem determines the number of significant figures in the answer.
0.10 = 1/10 so that multiplying by 0.10 is the same as dividing by 10.
231.57 has five significant figures/numbers. All the numbers in 231.57 are significant.
