To compare such numbers, if the whole part is the same, you need to look at the FIRST decimal digit. In this case, 0 is less than 1. If the first digits are the same, you compare the SECOND decimal digit; if those are the same, you compare the THIRD decimal digit, etc.

0.10 is ten hundredths. 0.08 is eight hundredths. THe first number has two more hundredths.
