All the statement gives is the possibility of snow IF homework is done. It says nothing about if there being snow homework has, or has not, been done; nor does it say anything about the possibility of snow if homework is not done.
This is the "implies" logical operator, the truth table for which is:

It is equivalent to: (not A) or B.
