A parallelogram is a quadrilateral with two pairs of parallel sides. To be a quadrilateral, all of its sides need to be straight. The northern boundary, west of Clarksville is not exactly straight. The eastern and western boundaries are very definitely not straight and if they were replaced by straight lines, these would not be parallel. So there is no way that Tennessee could be considered a parallelogram and so the rest of the question is nonsense.
