In 1944, while occupying Latvia, the Russian Soviet illegaly ceeded 1293.6 km2 to Russia. After the breakup of the Soviet Union, Russia refused to return this land and, as a result, Latvia had to formaly ceed this territory in order to get border agreements signed.
