how many ways he can select 4 more from the remaining 11.
The number of ways he can select 4 from 11 is (11 x 10 x 9 x 8) = 7,920 ways .
But each group of 4 can be selected in 24 different ways.
So he can only wind up with 7920/24 = 330 different groups of questions.

Depends where is the data. If you use a DB server, you can simply use the DB server's function (such as RAND()). A simple MySQL query would be: SELECT id, question FROM questions ORDER BY RAND() LIMIT 1,0; You can also generate a random number using rand() and use: SELECT id, question FROM questions WHERE id = '<random_numer_comes_here>' LIMIT 1,0; But you'll have to ensure that that the id number exists (you can use a loop until you find one or reach max tries). There are 11 ways to choose the first question, 10 ways to choose the second, 9 ways to choose the third, and 8 ways to choose the fourth, so that would be 11*10*9*8... but the order of the questions doesn't matter. So we divide by the number of ways to rearrange the 4 questions (4*3*2*1=24), to get 330.
