For example, if you needed to order them from least to greatest, it may be easier to see them in decimal form rather than fractions. However, fractions are usually more accurate because some decimals need to be rounded off. For example, the fraction 1/7 is more accurate than the decimal form .142857142857..... because the numbers 142857 continue on infinitely.
In a non-zero fraction is written in its simplest form, then if the denominator has any prime factor other than 2 or 5 it will not go into any numerator evenly. This leads to repeating decimals.

Whether fractions work better than decimals or less as well is very much a question of your preference.
No it cannot because it would then be a regular fraction. If you mean less than one as in decimals, than that is impossible because there can never be decimals in a fraction.
Because if you divide out the fraction you get a number bigger than one. (Definition of an improper fraction).

When you convert a decimal greater than 1 into a fraction its easier to change it into a mixed number first. Then change it into an improper fraction.
