A diameter is a property of circular objects. "12 inches" is not a circular object and so cannot have a diameter.
Circumference = 37.7 inches Diameter = 12 inches
if the diameter 5/16 inches then you covert the 5/16 into 0.3125 inches. divide 5 by 16=0.3125 which is a little bigger than 0.3! ;)
The first technician is correct, it is a coarse thread. I'm not sure there is a bolt called 12-13 so I am assuming you meant 1/2 - 13. Wich would be a bolt 1/2 inches long. The diameter of a #13 unc bolt would be ( 13 x .013in ) + .06 = .229 inches in diameter.

PCD (Pitch Circle Diameter) is the diameter of a circle that goes through each of the bolt holes. You can find it by measuring distance from centre of one bolt hole to the centre of opposite end bolt hole...
