Each baseboard heater will draw a little over 4 amps at 120 volts or 2 Amps at 240 volts. The total number of baseboards on a circuit will draw the sum of these amps. Keep the load under 80% of the amperage rating of the breaker.

What size breaker should you use if you have a 1500 and a 1000 watt heater run together?

The size of the breakers depends on the voltage. According to the NFPA electrical standard (USA), if the two heaters you describe are "120 volt plug-in" then they are not allowed on the same circuit. Two circuits are needed. The largest general use circuit allowed for 120 volt receptacles is 20 amps and this will not handle your two appliances. An exception may exist if they are hard wired to a dedicated circuit, or if they are 240 volt.

What amp fuse do you use for a 100 watt bulb?

Fuses or breakers are used to protect the conductor to the load. A #14 wire conductor is rated for 15 amps. Most home circuitry is done with #14 wire. The minimum size breaker in an electrical panel is 15 amp so it looks like a 15 amp fuse or breaker can be used for a 100 watt light bulb.
