The "hot" wire and the neutral wire both carry current (the same amount, in fact) when a load is connected to complete the circuit. The ground wire never carries current except when a fault-to-ground situation occurs. Yes, neutral and ground wires should both be at ground potential, but NO they should not be connected at the outlet.
Usually there is inside the fuse box a metal bolt and nut provided or a rail in case the box itself is made out of plasic. No, fuse box fuses are of the screw in type. Plug in fuses are of a cartridge style that plug into the fuse holder which supports the fuse on either end of the cartridge.

Under the hood on the driver side is a fuse/relay box with a rod sticking out. This is where you hook the positive. Above that on the suspension is a spot to hook the negative but it can hook to basicly anything metal that provides a ground to the car

Go to your fuse panel, which is on the left kick panel on the driver side and open it. You will see a positive terminal that is colored red. You have to hook a jump box to the positive, and find a good ground to hook up the negative side of the jump box. At that point you can use the hood release and it will work. DO NOT try to start the car with the jump box hooked to the fuse panel.
Grounding a plastic box is a little hard as plastic is a nonconductor.be satisfied with grounding to a ground wire.

there is a small box where the battery would be that you hook the positive to and you can just hook the negative to anything that would ground it

Hook up the positive side of a jumper to open pin located under hood fuse box then hook the ground cable of jumper to the body. This really should only be done to give enough power to get into the trunk.
