to decrease a number by 25% it must be divisible by 4. the first number before 40 that can be divided by 4 is 36 - 36/4=9 gives us 25% of 36, so to decrease 36 by 25% we ust subtract 9 from 36, 36-9=27 which is an odd number and therefore not a possible value for x. the next possible number before 36 is 32, 32/4=8, and 32-8=24 which is an even number and therefore a possible value for x.
