In mathematics, a rational number is any number that can be expressed as the quotient (or fraction) a/b of two integers, with the denominator b not equal to zero.

A rational number expressed as a decimal will always terminate (e.g. 11.9) or will continuously repeat the same finite sequence of digits (e.g. 10/9 = 1.1111111111111).

11.9 can be expressed as the fraction 119/10, and therefore, is rational.
