the rock tells you were to move the decimal point and rock means right so to shift the decimal point you always you need to move it to the right 2 times and that's how to make a decimal into a percent

For example:

8.25 = 825/100. (The denominator is a 1, followed by 2 zeroes, since the original decimal hat two digits after the decimal point.)

Finally you may want to simplify the fraction. The only possible prime factors for powers of 10 are 2 and 5.
