It means that the person writing the statement does not fully understand what "regular" means.
A polygon is regular if, and only if, all its sides are congruent andall its angles are congruent.
A rhombus, for example, has all its sides congruent but a rhombus is not a regular quadrilateral.

"No congruent sides" means: a polygon or prism that has no two sides that are exactly alike.
A regular polygon has all sides equal in lengths. A quadrilateral is a 4 sided polygon.
All the sides are not equal
If you mean a regular polygon with each interior angle being 172 degrees then it will have 45 sides or a 45-agon
I assume that, by "Loonie", you mean the Canadian coin. Strictly speaking, it is not a polygon because its sides are not straight lines but if they were, it would be a regular hendecagon - an 11-sided regular polygon.
A sectagon is not a shape. I think you mean SEPTagon, which is a seven-sided polygon. It may or may not be regular. A regular polygon has all sides congruent and all angles congruent.

A polygon is regular when all its sides are the same length and its internal angles are the same. It is said to be equilateral and equiangular, and that is what a polygon is when it is regular.
regular polygon mean equal sides, equal angles irregular polygon mean it is not equal :)
All the sides are not equal
A regular polygon has all equal interior angles and all equal sides of the same length
I assume you mean a polygon inscribed in a circle. It is regular if all its sides and angles are equal.
If you mean an irregular polygon, it is a polygon with sides of different length or angles of different measure (or both).
No; apart from the fact that "regular number" of sides does not mean anything. What numbers do you consider to be regular and why? In any case, a regular polygon is one which has all sides of equal length AND all angles of equal measure. A square is the only regular 4-sided polygon. A rectangle has equal angles but not sides, a rhombus has equal sides but not angles. All other quadrilaterals fail on both counts.
all sides = the same all angles are the same
