Drawing one red ball out of a bag that contains 3 red balls and 4 green balls is 3 in 7.

If we are to randomly select one ball out of the bag and replace it (I assume with the same ball) then there are still 3 red balls and 4 green balls. The odds are still 3 in 7. It doesn't matter how many times you draw. Every time you draw a ball you have a 3 in 7 chance of pulling out a red ball.

Q: A bag contains 3 red balls and 4 green balls randomly draw one ball then replace it and randomly draw a second what is the percentage?

A percentage.

The question is underspecified: a percentage needs to be in the context of a second amount. Is it US imports as a percentage of imports by all countriesUS consumption

It is 1.38... repeating %, or approx 1.4%

If the second digit is 1, 2, 3 or 4 replace it by 0. If the second digit is 6, 7, 8 or 9 replace it by 0 and increase the first digit by 1. If the second digit is 5, then, if the first digit is even, replace the second digit by 0, if the first digit is odd, replace the second digit by 0 and increase the first digit by 1. Many people will require that 5 as the second digit should be treated the same as 1-4. This ignores the upward bias introduced and IEEE 754 standard for rounding.

I guess you mean find the percentage of one number of another, eg what percentage of 100 is 30: Divide the number for which the percentage of the other is required by the other number (making it a fraction of the second number) and multiply it by 100 %.
