Any value up to 20.25 sq feet.

Let B be any number less than or equal to 4.5 feet be the breadth of the rectangle, and let L = 9 - B feet be the length.

Then perimeter = 2*(B + L) = 2*(B +9 - B) = 2*9 = 18 feet.

Area = L*B so that when

B = 1, L = 8 and area = 8 sq ft

B = 0.1, L = 8.9 and area = 0.89 sq ft

B = 0.01, L = 8.99 and area = 0.0899 sq ft

B = 0.001, L = 8.999 and area = 0.008999 sq ft

As this shows, the area can be made smaller and smaller, without affecting the perimeter.
