Sketchers does not recommend them. I've ran for short bursts across streets and such, but you must have good balance. They're primarily a walking shoe, as you foot will hit the ground in an odd way.

Toning shoes (like Skechers Shape-Ups) are no more effective than regular running shoes. There is NO difference in the number of calories burned or the types of muscles being toned. Perpendicular lines are lines that eventually intersect, and intersecting means when the run into eachother. For example, the "L" shape are two perpendicular lines because the lines run into eachother.
They're not for everyone. If you're willing to learn to walk and balance differently, they're for you. They will give your legs, especially your calves a workout. It does take quite some time to work up to wearing them all day, and then you have to continue to wear then regularly to stay in shape, or you'll find them difficult to wear again.
Not sure about 3 ups, but 3 cups is 3/4 of a quart.
