without looking at the house I would say a 5 ton unit would be good. Does the square footage include a basement? If so then the tonage will be lower.

I would say a 40,000 BTU furnace could big enough to heat a 400 SQ ft house, but where have you found a 400 SQ Ft house?
I belive it is approx $135/sq ft for a main level. It is cheaper in the basement. I also think the price varies depending on where you live
