Fractions, decimals, and percentages are all ways to represent parts of a whole. A fraction expresses a part of a whole using a numerator and denominator, while a decimal represents the same value in a base-10 format. Percentages indicate a fraction out of 100, making it easy to compare different quantities. All three can be converted from one form to another, illustrating the same relationship in different formats.

Decimals and percentages are easier to compare than fractions - particularly if they are unlike fractions. That does not explain why percentages are required when we have decimal number and there is no good answer to that!
They are ways of calculating and comparing parts of wholes.
If we didn't have decimals, fractions and percentages math would be impossible. Try answering 1.7 - 0.6 without a decimal, and get the right answer. It has not made math easier or harder, it is an element we need.
