A "percentage" expresses the ratio of number as parts per 100 (per centum), so a number can be said to be a percentage of another number (which can exceed 100%), or a number can itself be increased or decreased by a certain percentage. The important thing to remember is that 1% = 0.01 for purposes of multiplication.
One number as a percentage of another number
Divide then multiply by 100.
Example: what percent is 2 of 20? -- 2/20 = 0.1, times 100, says that 2 is 10% of 20
Percentage of a given number
Divide the percentage by 100, multiply times the number
Example: what is 5% of 300 -- 5% = 0.05 x 300 = 15.00, so 5% of 300 is 15
Increase or decrease by a percentage
Divide the percentage by 100, multiply times the number, and add to the original number
Example: add 3% tax to $35.00 --
3% = 0.03 x 35 = 1.05 tax, added to the $35.00 gives a total of $36.05

You can't just figure out a percentage of a single number, the number needs to be relative to something. For example, the number 6 is 6% of 100, but it's 600% of 1. So, if you have the relative number, you calculate percentage like this: % = (Np/Nr)X100 Where Np is the number that you're trying to find the percentage of in relation to Nr. So, using one of my examples from above, Np = 6 and Nr = 100, you get, through simple substitution, % = (6/100)X100 = 600/100 = 6
