You could multiply the top and bottom number by 2, 4, 5, 79872345, or any number as long as its the same. For example, take the fraction 1/2. multiply 1 by 5 and 2 by 5. That would be 5/10. So, 1/2 is equal to 5/10. If you used different numbers, say multiply 1 by 3 and 2 by 6, that would be 3/12, which is NOT equal to 1/2.
