The Circle symbol is a guide for the dry cleaner, it gives the type of fluid to be used, or if it has a large P with as cross X through it it means do not dry clean. A circle with a P in it will almost certainly need to be dry cleaned and should be washed only where the other symbols on the garment label give a guidance to the wash as well. You will frequently see the large letter P which means use perchlorethylene which is the most popular dry cleaning fluid in use today.

I'm not aware of a circle P having any significance in medicine. It is commonly used as a copyright mark for recording [similar to circle c (C) - copyright, and circle r (R) - registered]. I believe circle p - (P) - is meant to be performance recording copyright or phonograph copyright (or something similar)Also, (P)i is the symbol for a phosphate group in cellular respiration.
