You cannot. A megawatt is a measure of power, whereas a ton is a measure of mass. The two measure different things and, according to the basic principles of dimensional analysis, conversion from one to the other is not valid.

The amount of power generated from one ton of nuclear fuel will be very different from that obtained by burning a ton of gas, or anthracite, or peat.
