It stands to reason that since two thirds is made up of two quantities of one third each, half of two thirds would be one third. Multiplying just the numerators or just the denominators wouldn't give you that result. If you think about it, you're doing the same thing when you multiply whole numbers. Any whole number can be written over 1.

3/1 x 4/1 = 12/1
