Let the number be x and so the expression is: 3+x^2
10 is so important because we use a base-10 counting system.

Uuuhhh...I'm not so sure why it is important. I just assumed it was like the number 69, but I could be wrong
I think you have to refraise your question so that someone can answer it.
The number 3 is very important in Asian culture, so the number 3x3 is also very important. It's like a lucky number, just as seven is considered lucky in some Western cultures.
A subtle point is that the remainder is always a positive number. So -7 divided by 3 is -3, remainder 2 (rather than -2, remainder -1). This is important for the date of Easter because we must often calculate the remainder when dividing into a negative number. Since in that case we are not interested in the quotient it is sufficient to calculate the negative remainder and then simply add to it the number we were dividing by. So -11 mod 3 may be calculated as: -11 divided by 3 is -3, remainder -2, so the number required is -2 + 3 = 1.
Any number to the first power is that number - so 3 to the first = 3 Any number to the second power is that number multilpied by itself, so 3 to the second = 3 x 3 Any number to the third power is itself to the second power multiplied by itself, so 3 to the third = 3 x 3 x 3 and so on.. so three to the fourth = 3 x 3 x 3 x 3 As three is a prime number there are no other factors.
number 5 is important because china like the number 5
