No, if a draw 4 is placed, the player MUST draw 4, there is no way out of it. However if the player who placed the draw 4 has a card that is the current colour, you can challenge them, they then have to show there cards, if they do then they must draw 2, but if you are wrong you must draw 2 extra cards.

The next player after the one who drew may play the Wild Draw 4 and declare the color, but only if he does not have a card of the same color as the Draw 2. the destiny draw only works when your monster is ranked one star and a line and if your life point's are lower than 1000 when you draw a card it will show a big flash of lightning and will say on the screen destiny draw and will replace a card in your deck with one you do not have you do not keep the card.

After you activate "Heart of the Underdog", you draw a card from your deck like you normally would during your Draw Phase. If that monster you draw happens to be a Normal Monster, you can activate "Heart of the Underdog". You show the Normal Monster to your opponent as proof and draw another card from your deck. If that new card that you draw is a Normal Monster too, you can activate "Heart of the Underdog" again. You repeat the process until you don't draw another Normal Monster.
